Philippine NGO Coalition on Food Sovereignty and Fair Trade (PNLC)
The PNLC was established at the conclusion of a South Asian conference on Food Security and Fair Trade held on February 13-16, 1996 in Balay Kalinaw, UP Diliman, Quezon City, Philippines. PNLC was envisioned as a mechanism to ensure that the 1996 Balay Declaration, the output of said conference, will be undertaken in the Philippines. The declaration has 11 points which initially centered on rice but has later evolved into food sufficiency and sovereignty. In terms of food, these are mainly rice, corn, vegetables, fruits, fish and meat. Issues on gender, environment protection and conservation as well as people’s participation in governance are also included in the declaration. Official Development Assistance Watch (ODA Watch!)
ODA Watch is a consortium of NGOs that is doing action
researches on official development assistance in the
Philippines that was formed in late 2002. Before that,
various researches on ODA’s impact and NGO experiences in
dealing with ODA assisted programs. Results from these
studies prompted the initial members of ODA Watch to form a
consortium last 2001 to influence the ODA programs on rural
development through policy advocacy and quality engagement
with NGOs/POs implementing foreign assisted programs. It was
an offshoot of a series of research activities spearheaded
by 11.11.11 and its local NGO Partners.
ODA Watch goal is to influence the ODA policy and
institutions towards a more responsive ODA programs and
projects that will actually increase the quality of lives of
rural and marginal communities and people in the
Philippines. One of its objectives is to learn more about
the effectiveness of aid in the country, particularly on the
implementation of Agrarian Reform and Rural Development

Rice Watch Action Network (RWAN)
RWAN is group of organizations working individually and
collectively to pursue policy changes in rice particularly
in the area of trade and the nature of rice farming systems
in the Philippines. Our bias is on small farmers and the
improvement of their living conditions as well as promoting
sustainable and equitable systems and arrangements towards a
sustainable development.
This is a network that aims to strengthen existing
initiatives of individual member organizations towards the

Kilusan para sa Pagsulong ng Repormang Agraryo (Kilos AR!)
Kilusan para sa Pagsulong ng Repormang Agraryo (Kilos AR) is a broad coalition peasant and AR advocacy groups working for the effective implementation and defense of Agrarian Reform. Kilos AR is strongly campaigning against the passage of the Farmland as Collateral (FAC) Bill. It is also strongly advocating against the cancellation of emancipation patents (EPs) and Certificate of Land Ownership Award (CLOA), and conversion/exemption of lands supposedly devoted for CARP. Other issues advocated by Kilos AR! are the promotion of rural development, utilization of the P38-B Marcos ill-gotten wealth, implementation of DAR memo circular no. 6-2004, among others.
Stop the New Round! Coalition
SNR is composed of some 40 national organizations as well as networks and alliances. All throughout the year, it spearheaded a nationwide campaign against a new round of trade negotiations at the 6th Ministerial Conference of the WTO in Hong Kong. With such a tall objective, the coalition remained vigilant on various developments and movements especially among powerful countries like the US and EU which can bring out further detrimental effects on poor and developing countries like the Philippines.
Trade Advocacy Group (TAG)
Formed on May 13 of this year, TAG was envisioned to serve as a temporary mechanism for coordinating efforts of organizations and coalitions in relation to the campaign and advocacy on fair trade especially during the period right before the WTO’s 6th MC in Hong Kong in December. The group met regularly to coordinate efforts, analyze developments and come up with collective actions based on developments. TAG formed the WFD committee which led in the weeklong WFD commemoration in October. Furthermore, TAG collectively monitored developments in relation to the MC-6. Campaign plans have been drawn out both in Hong Kong and in the Philippines especially while the 6th MC will be going on in Hong Kong.
Task Force WTO Agreement on Agriculture (TFWAAR)
The TFWAAR is a government structure set up by the Department of Agriculture (DA) as a venue of civil society participation in crafting the government position in trade negotiations particularly at the WTO. TF-WAAR is composed of organizations from the private sector and national businesses as well as a number of POs and NGOs and MODE is one of them.
Pambansang Kongreso ng Kababaihan sa Kanayunan (PKKK)
The composition of the Coalition represents the wide network of national- and provincial-based organizations and federations that are active in the agrarian reform, rural development and democratization, and women's movements. The General Assembly is composed of around 150 leaders representing organizations and provincial coalitions. At present, there are more than 30 provinces with active coalition chapters or core groups, while another 20 provinces have been reached by PKKK. Task Force Food Sovereignty (TFFS)
Task Force Food Sovereignty is a national network of food
security advocates composed of farmer leaders, NGO
representatives and other members of civil society
(students, church people, academe, consumers, trade-watch
groups).
The Task Force leads public information campaigns, engages
in dialogues and debates, and launches forums and
conferences to raise public awareness of the impacts of
trade and agricultural policies on food security issues.
